Does my pet have to be on a leash or chain?

Yes. Dogs and cats are not permitted to run at large in the city at any time. Animals which are on any street, alley, sidewalk or other public place or upon the private premises of any person other than the owner thereof, without being securely on a leash or confined in an animal-tight enclosure, shall be deemed to be running at large. Animals which are running at large shall be taken up and impounded by the animal control officer or the Police Department.

 Am I required to clean up after my pet?

Yes. It is unlawful for any person to place, deposit, or permit to be deposited in any unsanitary manner on public or private property within the city or in any area under the jurisdiction of said city, any animal excrement, garbage or other objectionable waste.  Any person, firm or corporation violating any provisions of this chapter shall be fined not less than $100 nor more than $500 for each offense.

 Am I allowed to keep my dog in an outdoors pen within the city limits?

Yes. However, any place where any animal is kept must be kept clean and wholesome. All exterior property and premises must be maintained in a clean, safe and sanitary condition. Violators are subject to a fine not less than $50 nor more than $100 for each offense; if it is the only violation of this chapter during the immediately preceding 12 month period; upon a second offense during the immediately preceding 12 month period, the fine shall be not less than $100 and not more than $250; and for a third offense or more within a 12 month period, the fine shall be not less than $250 nor more than $750.

 Are dogs allowed to bark and disturb the peace within the city limits?

No. It is unlawful to harbor or keep any animal which disturbs the peace by loud noises at any time of the day or night.  Please report these instances to the animal control officer or to the City of Greenville Police Department at 618-664-2131.
