     Within the city limits, the above charges shall be paid together with the city's cost of the meter, parts, materials, piping and street boring(s) where applicable.  The sewer tap charges shall be based on the size of the water connection.  Tap on fee charges outside the city limits are double to the above listed rates, excepting that parts, meters and materials shall be charged at cost.  Water meters, once installed, are the exclusive property of the city.
