City government exists to meet the needs of those residing, visiting, and conducting business within the community of Greenville. To accomplish these purposes, Greenville City Staff and those associated with the City of Greenville will:
• Emphasize providing customer service with pride and courtesy;
• Prioritize cost-efficiency in rendering services and purchasing supplies;
• Enhance the community’s quality of life; and • Strive for growth in the areas of economic development (industrial / retail / commercial and tourism).
Office of City Manager
The City of Greenville has a City Manager-Council form of government. The City Manager is appointed by the City Council and is Chief Executive Officer of the City, supervising department heads that direct the administrative functions of the City. The City Manager serves the five-member City Council by carrying out City policy and managing the operations of the City.
By statute, the City Manager is responsible for enforcement of all laws and ordinances within the municipality, the implementation of City Council goals, policies and programs, and, through City departments, the provision of City services. The City Manager and support staff provide professional management and leadership to City departments. The City Manager serves as a liaison with the Council and other government and public agencies.
The City Manager prepares the City’s annual operating budget and the annual five-year capital improvements budget for City Council consideration and enactment. The City Manager appoints, suspends or removes all employees of the City, including all directors of administrative departments. All employees perform their duties subject to the direction of the City Manager.

development success, marketing, grant
development, application and management,
financial and budget management, public
affairs matters, policy matters, supervisory
duties, personnel management, special
projects assigned by the city manager and other
duties, as assigned. This position acts as an intermediary with local, state,
and federal officials.
Office of City Clerk
The City Clerk’s office provides a wide range of services vital to the operation and welfare of the community. The City Clerk and a staff of three handle customer service, utility billing, all accounting functions, record keeping and secretarial support to the city manager.

Inspection, Permits and Zoning
Building Inspector/Code Enforcement Officer
The Building Inspector/Code Enforcement Officer is responsible for seeing that plans, specifications and buildings in the process of construction meet all requirements, and for the preservation and development of City neighborhoods, through the enforcement of the City’s Building Code, Zoning Code and other applicable City Ordinances. |

City Attorney
The City Attorney
provides legal services for the City
of Greenville. He is
responsible for providing legal
advice and counsel to the City
Council, City Manager and other
administrative officials. He
also prepares and approves all
ordinances, contracts, and other
legal documents. The City
Attorney's office represents the
City in court actions.

Public Works
The Public Works Department, with a staff of seven, maintains and reconstructs all public streets (nearly 45 miles), alleys and sidewalks, provides removal of brush, leaf removal in the spring and fall, and snow and ice control in the winter months. The department also maintains water distribution mains.

Water Treatment Plant
The 3 million gallons per day Water Treatment Plant, with a staff of seven, operates 24 hours per day 365 days per year. Raw water from the 775-acre Governor Bond Lake is purified by an 8-step process and pumped to Greenville. |

Waste Water Treatment Plant
The Waste Water Treatment Plant, with a staff of six, maintains seven lift stations and sewer collection system, maintains and operates a 1.5 million gallon capacity advanced wastewater i.e. orbal oxidation ditch consisting of three rings, 2 clarifiers, and a sludge dewatering facility. |
