Policies
The following are ordinances set forth by the City of Greenville.

Dogs
Dogs must be on a leash when walking off the owner's property. The Animal Control Warden may be reached through the Greenville Police Department (618-664-2131).
Abandoned Vehicles
Abandoned vehicles are not permitted on any public street or private property unless enclosed within a building.
Boat Registration
Boat Registration stickers are required for all boats used on Governor Bond Lake. Registration fees vary according to engine size. Engine size is limited to outboards of 225 h.p.; inboards of 225 h.p. and personal watercraft of 160 h.p. Applicants must also submit a certificate of insurance stating they have a current insurance policy with liability coverage of $100,000 each occurrence. Public Parking Lots
Public parking lots are located at Fourth and Main, First and Oak, First and South, and Oak and Fourth. Shopper parking is provided free for a 90 minute period in the downtown business district.
Solicitor's Permits
Solicitor's permits are required for door-to-door solicitation and must be applied for through the Greenville Police Department.
Leaf Disposal

1.    The City of Greenville’s Leaf Vacuuming program is held in the spring and fall. Residents         are asked to rake their leaves to the edge of the curb or edge of the road so the vacuum         could reach them. Please keep piles no higher than three feet and make sure sticks,

        brush and other debris are not in the piles as it could cause the machine to malfunction.

2.     Mulch leaves in place with a mower blade attachment or place your leaves in a compost         bin for on-premise composting.

3.     Leaves may be bagged and placed out for collection on your garbage pickup day. There is         an additional charge of $2/bag for more than two bags per week.

4.     Leaf burning is permitted on private property, not on any public street, sidewalk or alley.         Burning leaves in such a manner as to allow the smoke to blind passing motorists is not         permitted. No burning of leaves shall occur on any legal holiday during the burning
        season. With the City collecting leaves, we suggest that burning not be used.

        Burning Season:    November 1 through December 31
                                           March 15 through April 15
        

        Schedule:                Mondays and Thursdays
                                           10 a.m. to 5 p.m.
                                           First and Third Weekends of Month
                                           10 a.m. to 5 p.m.

Trash Pickup
Trash pickup is mandatory within the city limits. Trash may be picked up only by the City's contracted hauler. Senior discount is available. Our current hauler also provides brush and yard waste pickup which includes 2 bags and/or bundles per week along with regular trash service. In excess of 2 bundles and/or bags, there is a charge of $2 per bag/bundle. Yard waste may be put in plastic bags. Brush and tree limbs must be tied in neat bundles less than 36’’ diameter, not to exceed 50 lbs. in weight. If limbs are longer than 4’ in length and 4’’ in diameter, phone the Municipal Building and City crews will schedule a pickup. Trees or brush resulting from building construction or contract tree removal is the responsibility of the contractor. For further information, call Doty Sanitation at 618-664-9802.
Water and Sewer Bills
Water and sewer bills are due by the 15th of each month to avoid a 10 percent penalty charge. Bills may be paid at the Municipal Building, Bradford Bank, First Bank or by mail.

A $10 service charge is assessed any time it is necessary to connect or disconnect service for any reason other than for the convenience of the City. This charge also applies to the transfer of an existing account to a new customer where service is not disconnected and to termination of service for non-payment of the account. This fee is charged per service call (the fee is $20 for customers outside the city limits).
Water Service Deposit
A water service deposit of $100 is required by customers who are renting. Payment of said deposit is required at the time of application for service. Deposits are held until the final bill is issued; the deposit is then applied to the final bill charges and any remainder refunded by check upon approval by the city council.
